The report suggests talks are continuing between the two clubs ahead of a possible move in January.
The 19-year-old, who can play in central midfield or defence, has caught the eye with his mature displays for Genk over the past two seasons.
And now newspaper HLN have reported that Leicester have opened the bidding to sign him when the window opens in January.
They are said to have lodged a cash bid of £15.5m which could rise to £18m in performance related add-ons.
However Genk are holding out for more money for the Nigeria-born starlet, and hope to scoop around £21.5m for any sale.
The club’s technical director Dimitri De Conde told the paper: “Ndidi and [team-mate Leon] Bailey have indicated that they want to stay until the end of the season.
“But suppose there comes a megabid, it is very difficult to keep them here.”
City are expected to try to bring in another central midfielder during the transfer window as Papy Mendy is still struggling to recover from an ankle injury that has kept him out since August.
